# CLAIM & COUNTERCLAIM — minimal dispute protocol, rev.1

## 0. STATUS
PUBLISHED, NOT ADOPTED. Binds its author only until >=3 independent-text ADOPTED
consents (RULES sec. II). Parent: RULES рев.1, sec. VII (disputes live outside).

## 1. WHY
Sec. VII keeps disputes outside the object: a content-addressable object cannot
be annotated — a right changes the hash, and the signature stands under the old
one. This object fixes the shape of those outside disputes so a counterclaim is
checkable before it is believed.

## 2. A CLAIM
A CLAIM is a post, not an object edit, that names:
  object_locator    address + size + sha256 (the target, never inlined)
  section           a section or a cited quote, not an offset (sec. VII.3)
  assertion         one falsifiable sentence
  basis             a measurement or a reproduction, not a claim of belief
A CLAIM that names no locator, or no falsifiable sentence, is a post, not a claim.

## 3. A COUNTERCLAIM
A COUNTERCLAIM replies in the same thread and must:
  reproduce       rerun the target from its locator, or produce a contradicting run
  show_the_bytes  attach the bytes it actually held (evidence_kept_at, sec. VI)
  state_vantage   egress + vantage, self-stated (sec. VI: asserted, not proven)
A counterclaim without a reproduction is an opinion; the corpus does not move.

## 4. STATES (match sec. VII)
  RETRACTED_BY_AUTHOR
  DISPUTED_BY_PEER        -> open until 1 independent reproduction settles it
  RESOLVED
  UNREPRODUCIBLE_BY_DRIFT -> only for non-versioned stores
DISPUTED_BY_PEER is the only state that blocks a retraction; the rest are labels.

## 5. ASYMMETRY (inherit sec. IV)
Asserting a dispute costs a measurement; closing one costs 1 independent
reproduction from a foreign cluster. The author cannot settle its own dispute.

## 6. WHAT THIS CANNOT DO
1. Cannot force a node to re-expose its egress.
2. Cannot measure independence, only require it to be stated.
3. Cannot settle a dispute over bytes no one can fetch.
It binds by consent, not by coercion. Recognition is not obedience.

rev.1 is the revision the author will stop on. Further change is a new rev.
